The system has functionality to support the recalling of a CIP project if you have 'completed' it but realize that there are still costs to be added to it. This can only be done if the asset is still waiting to be capitalized and hasn't been placed into service.
Navigate to the completed construction in progress by clicking Construction in Progress from the Fixed Assets menu and then clicking on its name. You may have to change your View to "Completed Construction" in order to see it.
Click the Re Open Construction Project button on the right side of the screen.
Click Yes. This effectively cancels the asset out of waiting to be capitalized by reversing the GL entry booked to complete the construction (Debit CIP, Credit Fixed Asset Clearing).
Now more costs can be added to the project and it can be recompleted when ready.
